- The QUIRINO ELECTRIC COOPERATIVE (QUIRELCO), through its Bids & Awards Committee (BAC) is inviting all Interested Suppliers to apply for eligibility and to Bid for the Supply and Delivery of the following materials to wit:

2. Bids received in excess of the ABC shall be automatically rejected at Bid Opening.
3. The description of an eligible bidder is contained in the Bidding Documents, particularly, in the Instruction to Bidders (ITB) Clause 5.
4. Interested Bidders are required to register for accreditation with the BAC Secretariat through payment of a non-refundable Accreditation Fee of Php 5,000.00. Certificate of Accreditation will be valid for one year.
5. Bidders should have satisfactorily completed within the last three (3) years as of the date of submission and receipt of bids a single largest supply and delivery of materials that is similar and must be at least equivalent to the ABC.
6. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/ fail” criterion. Failure to submit the required document under the bidding documents or the submission of a document which does not comply with the legal formalities shall be rated “failed”.
7. The Bids and Awards Committee will hold a Pre-Bid Conference (Physical and Virtual) on the date specified in the schedule of activities. Only those who purchased the Bidding Documents or their authorized representative with duly notarized undertaking will be allowed to participate in the Pre-Bid Conference. Soft copy of the undertaking shall be received by the BAC secretariat not later than the scheduled conference, provided, that the hard copy and receipt from the courier shall be sent prior to the scheduled conference.
8. Bids must be submitted to the address below. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18. Late bids will not be accepted. The bidder may opt to deposit its bid security to the bank account provided below.
9. The QUIRELCO Bids and Awards Committee reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
