- The Quirino Electric Cooperative (QUIRELCO), through the 2011-2023 SUBSIDY SAVINGS Subsidy intends to apply the sum of Two Million Six Hundred Forty-Nine Thousand Six Hundred Fifty-Seven Pesos and Sixty Centavos (PhP 2,649,657.60), inclusive of all applicable taxes, being the Approved Budget for the Contract (ABC) to payments under the contract for the Supply and Delivery of Labor and Brand-New Electrical House Wiring Materials. Bids received in excess of the ABC of each purok/sitio shall be automatically rejected at bid opening.
- The QUIRELCO now invites bids for Supply and Delivery of Labor and Brand-New Electrical House Wiring Materials using the using Competitive Bidding pursuant to Republic Act No. 12009 and its Implementing Rules and Regulations (IRR). Delivery of the Goods and House Wiring Installation is required not later than Sixty (60) calendar days contract duration reckoned from the receipt of Notice to Proceed (NTP). Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB).
- Interested bidders may obtain further information from the QUIRELCO and inspect the Bidding Documents at the address given below from Monday to Friday, 8:00 am to 5:00 pm.
- A complete set of Bidding Documents may be acquired by interested bidders on July 8, 2026 to July 28, 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (PhP5,000.00) non-refundable fee.
- It may also be downloaded free of charge from the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
- The QUIRELCO will hold a Pre-Bid Conference on July 15, 2026 starting 9:00 am at QUIRELCO Main Office, Aurora East, Diffun, Quirino and/or through video conferencing via zoom which shall be open to prospective bidders. The Pre-Bid Conference shall be broadcast via livestream on Quirelco’s official Facebook page.
- Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through physical submission of hard copy at the address indicated below on or before July 28, 2026 at 8:30 am. Late bids shall not be accepted.
- All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

- The QUIRELCO reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
