The Quirino Electric Cooperative (QUIRELCO), through the 2025 ECERF – Calamity Grant – Tropical Cyclone “Nika” and “Pepito” intends to apply the sum of Two Million Two Hundred Fourteen Thousand Three Hundred Fifty Seven Pesos (Php2,214,357.00), inclusive of all applicable taxes, being the Approved Budget for the Contract (ABC) to payments under the contract for the Supply and Delivery of Brand New Electrical Hardware Materials, Conductor Wires, Steel & Concrete Poles and Distribution Transformers. Bids received in excess of the ABC shall be automatically rejected at bid opening.

1. The Quirino Electric Cooperative (QUIRELCO) now invites bids for the above Procurement Project. Delivery of all Goods is required within fifteen (15) calendar days from receipt of Purchase Order. Bidders should have completed within three (3) years from the date of submission and receipt of bids a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).
2. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184 and/or Section 5.3.2 Negotiated Procurement for Emergency Cases and Simplified Bidding Procedures.
3. A complete set of Bidding Documents may be acquired by interested Bidders on August 28, 2025 to September 17, 2025 from the given address and/or website below and upon payment of a non-refundable fee in the amount of Five Thousand Pesos (Php 5,000.00).
4. Interested Bidders are required to register for accreditation with the BAC Secretariat through payment of a non-refundable Accreditation Fee of Php 5,000.00. Certificate of Accreditation will be valid for one year.
5. The Quirino Electric Cooperative (QUIRELCO) will hold a Pre-Bid Conference via Zoom platform on September 05, 2025 starting 9:00 AM at QUIRELCO Main Office, Aurora East, Diffun, Quirino, which shall be open to prospective bidders.
6. Bids must be duly received by the BAC Secretariat through submission of two (2) sets of original hard copies (marked “ORIGINAL – BID” and “COPY OF ORIGINAL – BID”) and an unaltered electronic copy (PDF) of the “ORIGINAL – BID” on or before 8:30 AM of September 17, 2025. Late bids shall not be accepted.
7. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.
8. Bid opening shall be on September 17, 2025 at 9:00 AM at the given address below. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.
9. The Quirino Electric Cooperative (QUIRELCO) reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
