SECTION 1. INVITATION TO BID

1.   Item 1

Quirino Electric Cooperative (QUIRELCO), through the 2023 Cash Operating Budget (COB) – General Fund, intends to apply the sum of Two Million One Hundred Sixty Thousand Pesos (Php 2,160,000.00) (inclusive of all applicable taxes) covering ten (10) months of Security Services.

Quirino Electric Cooperative (QUIRELCO), through the 2023 Cash Operating Budget (COB) – General Fund, intends to apply the sum of One Million Seven Hundred Twenty Eight Thousand Pesos (Php1,728,,000.00) (inclusive of all applicable taxes) covering eight (8) months of Security Services.

SECTION I1. INSTRUCTION TO BIDDERS

1.   Scope of Bid (Par 1)

The Procuring Entity, Quirino Electric Cooperative (Quirelco) wishes to receive Bids for the procurement of a two (2) – year obligational Contract for the Supply of Security Services for CY 2023-2025.

The Procuring Entity, Quirino Electric Cooperative (Quirelco) wishes to receive Bids for the procurement of a twenty(20) month obligational Contract for the Supply of Security Services for CY May 2023-December 2024.

2.   Funding Information

The source of funding is the 2023 Cash Operating Budget – General Fund for the first ten (10) months, the 2024 Cash Operating Budget – General Fund will cover services for 2024, and the 2025 Cash Operating Budget – General Fund will cover the last two (2) months of the contract.

The source of funding is the 2023 Cash Operating Budget – General Fund for the first eight (8) months, and the remaining twelve(12) month is the 2024 Cash Operating Budget – General Fund.

SECTION III. BID DATA SHEET

1.   ITB Clause 12.1

a.  The amount of not less than ₱43,200.00, if bid security is in Cash or cashier’s/manager’s check, issued by a Universal or Commercial Bank (2% of the ten (10) month – ABC); or

b.  The amount of not less than ₱43,200.00, if bid security is in Bank Draft/Guarantee or irrevocable letter of credit issued by a Universal or Commercial Bank (2% of the ten (10) month – ABC)

a.     The amount of not less than ₱34,560.00, if bid security is in Cash or cashier’s/manager’s check, issued by a Universal or Commercial Bank (2% of the eight (8) month – ABC); or

b.  The amount of not less than ₱34,560.00, if bid security is in Bank Draft/Guarantee or irrevocable letter of credit issued by a Universal or Commercial Bank (2% of the eight (8) month – ABC)

SECTION IV. GENERAL CONDITIONS OF CONTRACT

1.   Scope of Contract(Par 2)

The Supply of Security Services would be a two (2) – year obligational Contract covering April 2023- March 2025

The Supply of Security Services would be a twenty (20) – month obligational Contract covering May 2023- December 2024

The Contract for security services shall cover the duration of two (2) year effective upon receipt of the Notice to Proceed by the winning bidder.
